  18. <p>     The prelude to the latest round of talks on the future of
  19. the huge U.S. Navy and Air Force bases in the Philippines was
  20. routine: communist insurgents blew up a Voice of America
  21. transmitter, while right-wing military rebels were blamed for
  22. detonating a bomb at a Manila bank.
  23. </p>
  24. <p>     But when the two sides finally sat down together at the
  25. Central Bank building in the capital, U.S. negotiator Richard
  26. Armitage offered a new tack. Instead of focusing on
  27. Washington's inability to pay more than the current $481
  28. million a year in rent, Armitage declared, "The days of a very
  29. large presence of U.S. sailors and airmen in the Philippines
  30. are coming to an end. What remains for us to determine is the
  31. rate at which this presence will be reduced."
  32. </p>
  33. <p>     The new U.S. tactic is to play for time: Armitage argued for
  34. a 10-year phase-down and continued U.S. access to Clark air
  35. base and Subic Bay naval base. In reply, Manila's negotiators
  36. called for the return of Clark by late next year, after which
  37. the Aquino government says it hopes to turn the facility into
  38. a civilian airport.
